Position
 
Nature and Scope of Assignment
This assignment involves supporting a government-led capacity development programme within the Ministry of Education’s Infrastructure Services Department (ISD). Under the supervision of the Director, the successful candidate will provide technical advice, management support and technical inputs required to allow ISD to achieve the target of giving the school children of Afghanistan a safe learning space.
The successful applicant will be expected to work with and through his/her Afghan national counterpart, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities.
Duties and Responsibilities
Working with the Head of the Finance Department in the ISD as counterpart, under the assistance of the Director of ISD and with assistance from the CTAP Capacity Development team and other relevant staff and advisors, the Financial Management Advisor will:
  • Develop a comprehensive set of financial management policies, procedures, handbooks, report formats and other standard materials in partnership with the Head of Finance and other key stakeholders
  • Provide clear guidance to advisors, directors of ISD and its finance department and ensure consistency of all policies and services standards with procedures, financial or other legislation, the overall agenda of the government and the government of Afghanistan’s public financial management law.
  • Work in partnership with the Head of Finance to create, document and roll-out streamlined processes for financial administration and management in ISD such as preparation of budgets, making of payments, tracking of expenditures and financial reporting
  • Provide management and technical support for the process of developing and implementing an improved organizational structure for the finance section of ISD
  • Identify units, teams and functions currently not in place in ISD’s finance section and in consultation , working with the Head of Finance, design and roll-out these functions
  • Assist in the establishment and operation of a skills development function to ensure that all financial management staff and staff with financial responsibilities receive a programme of training and other forms of skills development suited to their role, and to monitor the outcome of this training
  • Ensure that a system of Monitoring & Evaluation is in place for the Finance section
  • Ensure that the annual budget of ISD is prepared in accordance with the requirements of the Ministry of Finance and the financial requirements of the MoE.
  • Coach and mentor the Head of Finance of ISD in order to promote his/her professional development
  • Assist in the overall organizational development and strengthening of the Finance Department of ISD
  • Contribute to the professional development of the Head of Finance of ISD through coaching, mentoring and other skills transfer mechanisms
 
Deliverables
The deliverables of the Financial Management Advisor are:
  • A set of financial management policies, procedures, handbooks and other materials which are fully in line with the law and procedure of Afghanistan and international best practice have been compiled and disseminated and are fully in use within ISD.
  • Financial activities of the ISD are all in line with policies and services standards with procedures, financial or other legislation, the overall agenda of the government and the government of Afghanistan’s public financial management law.
  • The core financial processes of ISD have been streamlined and the streamlined processes have been fully documented
  • The organizational structure of the finance section of ISD has been re-designed and necessary steps to institutionalize the new design (such as approval from the Civil Service Commission) have been taken
  • All units, teams and functions needed for the effective operation of the finance section are fully operational and have properly defined roles, responsibilities and working procedures
  • There is a skills development function that provides training needs analysis, sourcing and management of training, monitoring of training outcomes and other mechanisms for enabling the professional development of ISD’s financial staff
  • There is a Monitoring & Evaluation is in place for the Finance section
  • Annual budgets of the ISD are prepared in a timely manner and in accordance with requirements of the MoF and MoE.
 
 
Skills, Experience and Qualifications Required
The successful candidate should have the following skills, experience and qualifications:
·        Either a master’s degree in the field related to Finance or a professional qualification in finance strongly preferred; CTAP will consider a lower level of qualification from candidates with exceptional level of experience in Finance
·        Minimum 10 years’ experience in finance, including at least 5 years’ experience in public financial management
·        Previous experience of providing training, coaching and mentoring to local counterpart staff a plus
·        Ability to focus on and follow through priority activities and assignments. Ability to handle effectively multiple tasks without compromising the quality, team spirit and constructive working relationships with allcolleagues.
·        Ability to actively seek and improve services, offer new and different options/initiatives to solveproblems and meet client needs, and promote and persuade others to consider new ideas.
·        Previous experience in under-developed, insecure or post-conflict environments a plus
·        Fluency in Dari and/or Pashto a plus
Organizational Context
The Civilian Technical Assistance Program (CTAP) is an Afghan government program that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. It assists Afghan government organizations to implement capacity development and performance improvement program by providing them with skilled international technical experts and capacity development advisors. The Ministry for Education is mandated to develop human capital base through all levels of education. It aims to provide equitable access to primary, secondary and tertiary education for all children and adult students. It seeks to maintain a high quality of education through monitoring and evaluation and constant performance appraisal. This ministry is responsible for general education, Vocational Training, teacher training, management of education infrastructure, Islamic education, technical and vocational training, curriculum development and literacy in almost every district in Afghanistan. It is the largest public service organization comprising 67% of the total public service workforce. On behalf of the Ministry of Education (MoE), CTAP is now seeking to fill the position of Procurement Advisor to work in the Ministry of Education’s Infrastructure Services Directorate, under the management of the Director. This position is open to international passport holders only: Afghan expatriates and nationals of regional countries are especially encouraged to apply.
 
Afghan expatriates and nationals of countries in Afghanistan’s region are especially preferred for this position.
